The suspect, identified in federal court documents as David Rush, was a former senior executive service-level employee at a United States government agency holding top-secret security clearance.

He was arrested on May 19, 2026, the day after FBI agents executed a search of his residence, and has been charged with criminal theft of public money in a complaint filed in the U.S. District Court for the Eastern District of Virginia.

How the Scheme Allegedly Worked:

According to a sworn affidavit filed by an FBI agent investigating the case, between November 2025 and March 2026, Rush made multiple requests for funds from the agency including foreign currency and tens of millions of dollars in gold bars claiming they were needed for "work-related expenses." A portion of those funds was recovered from a storage space near his office.

The bulk, however, turned up at his home during the May 18 raid: 303 gold bars with an estimated value exceeding $40 million, roughly $2 million in U.S. currency, and dozens of luxury watches, most of them Rolexes.

Investigators concluded there was probable cause to believe Rush had knowingly embezzled, stolen, and converted property belonging to the United States government for his own personal use. A Case Referred by the CIA Itself The investigation was triggered by a referral from inside the agency.

In a joint statement with the FBI, CIA Director John Ratcliffe confirmed that following an internal CIA investigation which identified potential violations of law, the matter was handed over to the FBI for a full criminal law enforcement investigation. Rush's arrest is therefore notable not just for its scale, but because it represents the intelligence community policing itself and escalating the matter to federal prosecutors.

A Fabricated Career Built on Lies: 

Compounding the allegations of gold theft, investigators say Rush spent nearly two decades lying about his professional background. According to court documents, he falsely claimed to hold degrees from Clemson University and the Rensselaer Polytechnic Institute, and fabricated a background as a Navy test pilot credentials he allegedly used to gain entry into the senior executive service ranks of the agency.

He is also accused of claiming 744 hours of military leave worth approximately $77,000 in compensation since being honorably discharged from the Navy in 2015, falsely representing himself as an active Naval Reserve member during that period.

Many Questions Remain Unanswered:

Despite the dramatic nature of the case, significant details remain unclear. The charging documents do not specify what Rush's actual role at the CIA was, when exactly he left the agency, or most puzzlingly what he intended to do with the gold.

No explanation has emerged for why a CIA official would need to accumulate hundreds of gold bars under the guise of operational expenses, nor has any covert work program been cited as justification. Rush's attorney has declined to comment publicly.

The CIA and FBI have not provided further elaboration beyond their joint statement. Rush remains in custody pending a detention hearing in the coming days.
