The agreement emerged from President Donald Trump's recent state visit to Beijing, during which Trump and Chinese President Xi Jinping held discussions on AI development and governance. China's Foreign Ministry spokesperson Guo Jiakun confirmed the agreement on Tuesday, May 19, 2026, stating that both leaders had reached a consensus on the need for structured intergovernmental communication on the issue.

"As two leading AI powers, China and the United States need to work together to promote the development and improve the governance of AI," Guo said at a press briefing in Beijing. While the White House had not issued a formal announcement at the time of writing, President Trump informally acknowledged the talks when asked about potential AI guardrails between the two nations. "We talked about it. Yes, we talked about it.

AI is mostly a great thing," Trump said in a Fox News interview. "We are leading China. We talked about that. We are leading China by a lot." Treasury Secretary Scott Bessent also confirmed that the two countries would work toward establishing an AI safety protocol, telling CNBC that the dialogue was productive and that the United States maintains a clear lead in AI development.

Not the First Time:

This is not the first attempt by the two nations to formalize AI communications. In May 2024, the US and China held their first-ever government-level AI dialogue, though analysts widely described it as a preliminary "setting the table" session with no joint statement, no binding agreements, and no concrete cooperation framework produced. The two sides did, however, reach one notable agreement that year: that any decision to deploy nuclear weapons would always be made by a human being, not an AI system.

A Difficult Road Ahead:

Experts remain cautious about what the renewed dialogue can realistically achieve. US-China relations remain deeply competitive, particularly in the technology sector, and Washington has continued to restrict the export of advanced semiconductors including Nvidia chips to China in an effort to limit its AI capabilities. 
Analysts note that Beijing historically approaches arms-control-style technology agreements with deep skepticism, viewing them as tools used by stronger powers to preserve their advantages.

Any agreement that constrains China's AI development is unlikely to gain traction in Beijing. Despite these challenges, the establishment of a communication channel is widely regarded as a positive step. Continuous dialogue between the two nations could help prevent miscalculation, manage emerging risks tied to AI in military and civilian contexts, and lay the groundwork for future cooperation on global AI governance. The world will be watching closely as details of the dialogue's structure, scope, and timeline emerge in the coming weeks.
